I was in the same boat as a lot of the folks on this
MSDN forum thread
. Vista stability went out the window a few weeks ago. mostly related to Search, but disabling the Search service only seemed to shift the problems to explorer.exe or lsass.exe. installing SP1 RC1 refresh 2 seeemed to help but after rebuilding the index the same problems came back. i found some useful info about
lsass
, and finally found a great solution by Aaron Tiensivu on his blog post about
resetting a corrupt vista user profile
. i didn't think it had anything to do with a corrupt profile, but the stuck-in-a-loop lsass.exe activity referencing the SamSs service made me try it out. it did work, but after a day or two the explorer.exe CPU problems came back. however, disabling Search has given me normal stability back, which is very welcome. it's running smoothly so far.
i guess Windows 7 isn't that far away really, hopefully MS will be more careful next time :)

I had exactly the same troubles with vista. The solution of making a NEW USER does work. HOWEVER, the moment that you copy back your USER data, the troubles immediately come back again.
SOLUTION:
Backup your original User Account, Mails and any other critical files.
Make a new user and make an extra help account (for example called: admin with Administrator rights).
Manually and carefully only copy back stuff you really need.
Use Command line with Administrator rights to copy User stuff step by step.
The moment you see the CPU getting crazy again, delete the last User stuffs you just coped.
To restore your e-mails:
1 - copy the e-mail folder to another partition in folder mail2 (for example: f:/mail2).
2 - in the new user login, set the archive folder of Windows mail to f:/mail.
3 - delete f:/mail and rename f:/mail2 to f:/mail (BECARE FULL! make sure you have a backup).
It's quite a headacke, but it will bring down your CPU to 2% - 10% when you are idle.
